 REQUEST FOR EXPRESSION OF INTEREST
                  CONSULTANCY SERVICES FOR SUPERVISING THE CONSTRUCTION OF THE NDA TOWER (PHASE 3-BLOCK C).

1. National Drug Authority (NDA) has allocated funds for procurement of a Consultant to supervise the construction of the NDA Tower (Phase 3-Block C).

 

2. The Consultant shall be responsible for supervising the execution of the Works and administering the Contract.

 

3. National Drug Authority now invites eligible consultancy firms to express their interest in providing the services. Interested Consultants/Firms are required to demonstrate expertise in the area of construction supervision. The EOI submission should include but not be limited to the following:

a) Full names of consultant/firm or joint venture, address and registration details/ certificates (including year of incorporation or years of experience);

 b) Authorized contact person(s);

 c) A brief profile of the Consultant;

 d) A copy of the trading license for the year 2018 or its equivalent, copy of certificate of registration or equivalent, accompanied by names of shareholders and Directors and tax clearance certificate for 2018.

 e) Evidence of extensive knowledge and experience in supervising execution of Works for Construction of Storied Buildings and general administration of building projects as indicated in No.5(f).

 f) Name and summary of educational qualification, experience and competence of proposed personnel;

g) Details of similar and major assignments undertaken showing the cost of assignments, year, and type of services.


 

4. The consulting firm should be with a multidisciplinary team with necessary skills and experience in supervising the execution of Works for Construction of Buildings and administering the Contract and should be led by a qualified team leader.

  
  5. The shortlisting criteria is as indicated below:

 a) Preliminary examination to determine eligibility of Consultants/Firms.

 b) The firm's organizational setup: Organizational structure showing key departments of the firm to perform the required consultancy services.

 c) Availability of appropriate skills among the firm`s key staff which shall include but not limited to a Civil Engineer, Electrical Engineer, Structural Engineer, Mechanical Engineer, Quantity Surveyor, an Architect, ICT Specialist and a Clerk of Works. All these technical staff must be registered with the relevant professional bodies in Uganda.


 d) A signed statement confirming that in case a key staff is changed, a person with equal or higher qualifi cations will be substituted.



e) The team leader should have a minimum of 15 (Fifteen)
years experience and each key staff a minimum of 08 (Eight) years experience in construction supervision or construction designs.

f) The Consultant should have completed a minimum of two (02) assignments in construction supervision or construction designs each with a minimum value of UGX 36 billion or USD 10 million during the last ten (10) years.

g) Three recommendation letters from previous clients
confirming quality of work performed. The work for which
recommendation will be accepted will be a minimum of UGX 36 billion or USD 10 million.

h) Audited books of accounts for the applicant and certified by the Auditors for the last three years.

i) The legal status of the applicant like registration /incorporation or equivalent, Memorandum and Articles of Association or equivalent, powers of attorney. In case of a joint venture, all the parties shall submit legal documents for each member.

 6. The Consultant shall provide evidence or confirm that they employ the stated key personnel or that the key stated personnel will be committed to the project.

 7. The Consultant may associate with other firms to form a joint venture or sub-contract to enhance their qualifications. The expression of interest must clearly indicate the type of association and the lead firm.

 8. The Consultant will be selected in accordance with the Public Procurement and Disposal of Public Assets Act, 2003 and the short listed firms will be invited to submit technical and financial proposals.

 10. Expressions of interest in English with one original and three copies must be delivered in person at or before February 22, 2018 at 10:00AM, with the envelope clearly marked "Expression of Interest for Consultancy Services for Supervising the Construction of the NDA Tower (Phase 3-Block C)" to the address indicated below.

INVITATION TO PREQUALIFY FOR PROVISION OF SUPPLIES, SERVICES AND WORKS FOR THE PERIOD

JULY 2018/2019 TO JUNE 2020/2021

National Drug Authority (NDA) was established by an Act of Parliament of Cap 206, Laws of Uganda, and (2000 Edition), with the mandate to promote the use of safe, efficacious and good quality medicines. This mandate has continued to expand and now includes the regulation of new areas like public health chemicals, medical devices and appliances, herbal and traditional medicines, cosmetics, food fortificants and nutraceuticals.

 1. National Drug Authority invites suitably qualifi ed bidders to submit sealed pre-qualifi cation bids for provision of Supplies, Services and Works for the Financial Years 2018 / 2019 to 2020/2021 as indicated in the categories below.

2. Bidding will be conducted in accordance with the Open Bidding Procedures contained in the Government of Uganda`s Public Procurement and Disposal of Public Assets Act, 2003, and is open to all bidders.

 3. Interested eligible bidders may inspect the bidding documents between 8:00AM - 4:00PM and obtain further information from the Head Procurement and Disposal, National Drug Authority, Plot 16, Rumee Building, Lumumba Avenue, Kampala.

4. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the Head Procurement and Disposal and upon payment of a non refundable fee of UGX 200,000 (Uganda Shillings Two Hundred Thousand Only). The method of payment shall be by paying through Stanbic Bank AC No 0140060034202. Potential bidders should pick deposit slips from the NDA Accountant during working hours. The Pre-Qualification Document may be handpicked by the bidder. No liability will be accepted for loss or late delivery.

5. Bids may be delivered in person to The Procurement and Disposal Office at or before Tuesday February 27, 2018 at 10:00AM. The bidder will sign Form 11 to confirm delivery of the bid. Late bids shall be rejected. Bids will be opened in the presence of the bidders` representatives who choose to attend on Tuesday February 27, 2018 at 10:10 AM in the National Drug Authority Planned procurement scheduled (subject to change) is as follows
